From the Tools menu select Pop-up Blocker, Pop-up Blocker Settings
Then in the Pop-up Blocker Settings window (shown below) inside the
"Address of web site to allow:" box
type in: www.ottertailcounty.net
Click Add.
www.ottertailcounty.net should show up in the "Allowed sites" box.
Click Close.

If
your browser has additional icons that are
not gray in color (such as the
examples below) you most likely have an
additional toolbar installed.
Some common 3rd party toolbars include Yahoo!
Toolbar and Google
Toolbar.
There are hundreds (if
not thousands) of other blocking toolbars/software
that could also be causing pop ups to be
blocked (Norton's - Macaffe... etc). We cannot
possibly tell you how to disable each one,
but we will attempt to show you what to look
for.
THESE ARE GENERAL EXAMPLES... YOUR SYSTEM
CONFIGURATION COULD VERY GREATLY.
In the example of toolbars above, the black
arrow is showing that pop-ups are indeed
being blocked.
right clicking on this portion of the toolbar
will normally show options available.
If available, you can turn off pop-up blocking
by unchecking the pop-up blocking checkbox
temporarily while visiting our site. Make sure
to turn it back on when you leave our web site.
Sometimes you can enter sites that should
be allowed to use pop ups, such as in the example
window below.
Additionally, you can sometimes bypass the
blocking software by holding down the CTRL key
while clicking on the link that is causing
the pop up.
